The announcement

The notice states that, from January 1, 2026, master’s and doctoral degree students enrolled at public designated learning institutions do not need a provincial or territorial attestation letter with their study permit application.

  • The exemption concerns degree students at public DLIs, not every graduate-level program.
  • Other study permit requirements still need to be met.

What this means for you

Check your credential and institution type carefully when planning the study permit stage.

Your next step

Confirm the current attestation-letter rules for your exact program before submitting your study permit application.
